Finnish National Board of Education statements on foreign vocational qualifications

The Finnish National Board of Education (FNBE) issues advisory statements on foreign vocational qualifications. These statements are issued on request and are subject to a fee. A statement can be drawn up on any completed qualification falling within the education system of the country of origin.

A statement on a foreign vocational qualification provides information about the level and content of the qualification and the competence provided by the qualification in the country of origin. The Finnish National Board of Education will mostly compare the content of the qualification with corresponding Finnish qualifications in so far as the Board has the information required for this purpose.

Such a statement is an assessment by an expert authority, which does not grant eligibility for civil service posts. In order to qualify for a civil service post in Finland, you will need a Finnish National Board of Education decision on recognition or comparability of your qualification. Nevertheless, an FNBE statement may help you when searching for a job and, in certain situations, when applying for studies.

Statements are issued in Finnish or Swedish and are subject to a fee of €98. The statement is sent to your address in Finland on a cash-on-delivery basis (COD). The statement fee is subject to value added tax according to the Value Added Tax Act and a processing fee of €10.

To apply for a statement, please send a completed application with appendices to the Finnish National Board of Education.

Appendices to the application

You should enclose at least the following documentation with your application:
• certified copies of qualification certificates and transcripts of records
• translations of qualification certificates and transcripts of records drawn up by a translator authorised in Finland, unless the original documents are in Swedish, Norwegian, Danish, Icelandic or English (either original translations or copies certified in Finland).
• proof of nationality, such as a copy of the passport biodata page or an extract from a population register
