Certificates on professional activity

Persons from Finland seeking employment in another EU member state as a professional or a manager of an undertaking may need to provide the authorities in that member state with a certificate specifying the type and duration of the professional activities in Finland.

The Finnish National Agency for Education (EDUFI) issues, upon application, fee-based certificates on the type and duration of professional activities in Finland, in cases involving the activities listed in Annex IV of the Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications. The professional activities in question must be practised in accordance with Articles 17, 18 and 19 of the Directive. The professional activities shall have been practised either in a self-employed or an employed capacity or as a manager of an undertaking.

The Finnish National Agency for Education drafts the certificate based on the documents (employment certificates or other certificates provided by the employer) submitted by the applicant. If the applicant is a self-employed professional, a trade register extract and accountant's certificate involving the professional activity in question must be presented.

The certificate is issued in Finnish or in Swedish.

Certificates regarding professional activities in the lift and electrical installations sector in Finland are issued by a qualification assessment body (Henkilö- ja yritysarviointi SETI Oy).

Applying for the certificate

The certificate is applied for by submitting a signed, free-form application, accompanied by the necessary appendices, to the Finnish National Agency for Education (Opetushallitus/ Registry office, P.O. Box 380, 00531 Helsinki, Finland).

The free-form application must include, at least, the following information:

  1. What the application pertains to (e.g. a certificate issued by the Finnish National Agency for Education regarding the type and duration of professional activities in Finland)
  2. The applicant's complete personal and contact information (name, date of birth, Finnish personal identity code, address, phone number and email)
  3. Detailed information on all the desired professional activities to be included in the certificate:
    - Type and duration of the professional activities
    - Company in which the professional activities were pursued
    - Whether the professional activities in question were pursued in a self-employed capacity/in an employed capacity /as a manager of an undertaking
  4. Applicant’s signature and date

Officially certified copies of employment certificates concerning the professional activities specified on the application must be appended to the application. If the applicant is self-employed, a trade register extract and accountant's certificate involving the activity in question must be presented. A copy of a document proving the identity of the applicant must also be included.

The fee for the certificate is €114. The certificate will be posted to the applicant or his/her contact person in Finland. An invoice will be sent separately to the same address as the certificate.
