Level of a higher education degree

A person whose higher education degree is completed abroad may need a decision from the Finnish National Agency for Education on the recognition of the level of a higher education degree when applying for a civil service post or position in Finland, for which the statutory eligibility requirement is a higher education degree or a higher education degree of a certain level.

A foreign higher education degree can be recognised as comparable to a

  1. Bachelor's degree completed at a university or university of applied sciences,
  2. Master's degree completed at a university or university of applied sciences,
  3. postgraduate Licentiate degree or Doctoral degree completed in Finland.

A prerequisite for a favourable decision is that the applicant’s studies are comparable in terms of extent, requirements and orientation to a higher education degree completed in Finland. Supplementing studies cannot be required in the decision.
