The Finnish National Agency for Education follows the number of children, youth and adults who have fled Ukraine in Finnish ECEC, education and training. Developments in the numbers and the effect of the situation on education and training providers is followed through

  • the VARDA database and Vipunen statistics portal
  • survey for providers of ECEC, basic education, general upper secondary education and VET

The Finnish National Agency for Education does not collect information on Ukrainians from individuals.

The number of children, youth and adults who have fled Ukraine in ECEC, education and training is currently being followed through regular updates from the Varda databases, maintained by the Finnish National Agency for Education, and from the Vipunen education statistics portal (Vipunen.fi). 

Information on children in ECEC is collected on the Varda database. Information on pupils and students in education in Vipunen portal is based on the KOSKI database. The Koski database contains national information on study records and qualification information from basic education, general upper secondary education and vocational education and training.

In the turn of March and April, the Finnish National Agency for Education surveyed providers of ECEC, basic education and upper secondary education on the effects of the Russian attack on Ukraine. The answering period was between March 29th and April 1st. The Finnish National Agency for Education repeated the survey in late May.
