The Finnish National Agency for Education has established a Dynamic Purchasing System (DPS). This DPS covers expert services in education related to developing countries. On this website we share updates on the DPS.

DPS is a fully electronic procurement procedure that allows suppliers to join at any time and in which individual contracts are competitively tendered within the system. It is a tool to acquire expert services.

This DPS covers expert services in education related to developing countries. The assignments tendered through this DPS may include, for example,

  • expert advice and support to EDUFI and to developing country ministries and organizations in development of education,
  • conducting analytical studies, reviews and evaluations
  • drafting and updating policy guidelines and other documentation,
  • drafting and supporting developing action/project plans,
  • organising trainings and workshops

The DPS covers externally funded initiatives and projects, such as Team Europe Initiatives The Regional Teachers Initiative for Africa (RTIA) and Opportunity-Driven Skills and Vocational Education and Training in Africa (TEI OP-VET) as well as other similar work of the Finnish National Agency for Education, including FinCEED and Education Finland. The DPS covers the years 2025-2030.

Entities that meet the following criteria may participate in the DPS:

  • Entities need to have a business ID 
  • Minimum annual revenue of 50 000 €
  • The company must have provided services in the education sector related to developing countries for a minimum of 120 person-days within the past 5 years

In addition to that, they need to:

  • Not have engaged in actions contrary to competition law
  • Not be under EU/UN sanctions

How to join the DPS?

Companies that comply with the requirements can send a request to join the DPS. The request will be processed in maximum 10 working days from the submittal of the request, provided that no additional information needs to be asked from the requester.

Opportunity-driven VET and Skills in Africa (TEI OP-VET): Technical Expertise for Nigeria

As part of EU funded Team Europe Initiative Opportunity-driven VET and Skills in Africa, the Finnish National Agency for Education EDUFI has opened a tender for technical assistance in Nigeria. OP-VET is currently searching for international OP-VET expert to support skills development in pharmaceutical manufacturing in Nigeria.

Deadline for submitting offers is 17 June, 12:00 Helsinki time (noon, not midnight).
