Finnish National Agency for Education and Institute for the Languages of Finland merging – customer service outages at the turn of the year

The Institute for the Languages of Finland (Kotus) will become part of the Finnish National Agency for Education (EDUFI) on 1 January 2026. The reform is part of the Educational and Cultural Administration 2030 project and the Government Programme. Due to the changes, there will be an interruption in our email service from New Year's Eve onwards. Our services will return to normal on 8 January 2026.

Due to IT changes, our email service will be completely closed from 31 December 2025 at 12.00 to 2 January 2026. During the aforementioned period, you will not receive an acknowledgement of receipt for messages sent to oph.fi service addresses. For non-urgent matters, we recommend that you wait until 8 January 2026 to contact us, at which point we will be able to respond to emails again.  
Due to the IT changes, we will also not be able to respond to messages sent to opintopolku.fi email addresses after 31 December 2025 at 12.00. Opintopolku.fi addresses will resume service from 2 January onwards. 

Our telephone customer service is open as normal on all business days. 

Contact details for the Finnish National Agency for Education remain unchanged – new Swedish-language email domain 

The current phone numbers and email addresses of EDUFI will remain unchanged.

In future, EDUFI will use email addresses with the domains oph.fi or utbildningsstyrelsen.fi. The Swedish-language domain utbildningsstyrelsen.fi is new for the whole agency. 

Institute for the Languages of Finland to announce its new contact details 

The existing email addresses of the Institute for the Languages of Finland (Kotus), which use the domains kotus.fi and sprakinstitutet.fi, will work alongside the new addresses, which use the domains oph.fi and utbildningsstyrelsen.fi, for the time being. The phone numbers of Kotus, on the other hand, will change. 

Kotus will provide more details about its new contact details and other matters affecting its customer service through its own channels, such as the Kotus.fi website. Kotus’s online services will remain unchanged. 

Telephone numbers of independent units changing 

The email addresses of the independent units operating within EDUFI (the Service Centre for Continuous Learning and Employment (SECLE), the Finnish Education Evaluation Centre (FINEEC) and the Matriculation Examination Board), which use dedicated domains, will remain unchanged, but the telephone numbers of FINEEC and the Matriculation Examination Board will change. 

FINEEC and the Matriculation Examination Board will announce their new service numbers on their own channels.
