Changes to the Finnish National Framework for Qualifications and Other Competence Modules as of 1 August 2026

The proposal to amend the annex to the Government Decree on the National Framework for Qualifications and Other Competence Modules was approved by the Government on 21 May 2026. The amendments will enter into force on 1 August 2026. 

General staff officer course will be added to level 7 of the Finnish National Qualifications Framework for Qualifications and Other Competence Modules, and Specialist training in veterinary medicine will be added to level 8. 

At the same time, the General staff officer degree will be removed from level 8, as the provision of the degree under the Act on the National Defence University ended on 1 January 2025. In addition, the Specialist veterinary degree will be removed from level 8, as it was replaced by Specialist training in veterinary medicine in the reform that entered into force on 1 August 2023. Furthermore, the Vocational Qualification in Air Traffic Control will be removed from level 5, as it was removed from the vocational qualifications structure by the Ministry of Education and Culture Decree (680/2017) as of 1 January 2018. 

An up-to-date list of qualifications, syllabi and other extensive competence modules included in the national framework is available on the Finnish National Agency for Education’s website. 

Finnish National Framework for Qualifications and Other Competence Modules is updated and supplemented by amending the Annex of Government Decree 120/2017. The Ministry of Education and Culture is responsible for making the amendments. The Finnish National Agency for Education serves as the National Coordination Point for the European Qualifications Framework (EQF NCP), designated by the Ministry of Education and Culture.
