Erasmus+ European mobility in higher education supports the mobility of students and staff as well as the organisation of blended intensive programmes between EU Member States and third countries associated to the programme, and to a limited extent also mobility to third countries not associated to the programme.

Finnish higher education institutions and mobility consortia apply annually to the Finnish National Agency for Education for Erasmus+ funding for European mobility.

Each higher education institution may submit only one application per call.

In addition to submitting their own application, higher education institutions may also participate in one or more mobility consortia formed by several institutions. A new mobility consortium must apply for accreditation using a separate application form in the same call as their first application for mobility funding.

Students, teachers and other staff members going abroad apply for their Erasmus+ grants directly from their own higher education institution.

 

In the 2026 call for proposals for Erasmus+ European mobility in higher education (KA131), higher education institutions (HEIs) and mobility consortia may apply for Erasmus+ mobility grants, funding for organising blended intensive programmes (BIP OS), and organisational support (OS) for mobility between EU Member States and third countries associated to the Erasmus+ programme (programme countries), as well as for blended intensive programmes organised in these countries.

Up to 20% of the funding granted for European mobility may be used for mobility to third countries not associated to the programme (partner countries).

An HEI may apply for mobility funding both independently and as part of a mobility consortium, for example, by implementing all or part of its mobility activities (e.g. only traineeships) through the consortium. If an HEI is not part of a mobility consortium, it may only submit one mobility grant application per call. If multiple applications are submitted, only the latest will be taken into account.

Eligibility

To be eligible for a grant, the higher education institution must hold a valid Erasmus Charter for Higher Education (ECHE), awarded by the European Commission.

A mobility consortium applying for Erasmus+ funding must hold an Erasmus+ Accreditation for Higher Education Mobility Consortia, awarded by the National Agency. A new mobility consortium must apply for the accreditation by using a separate application form, in the same call for proposals as the first mobility grant application (see the separate KA130 call for proposals for details on consortium accreditation).

Higher education institutions and mobility consortia may apply for funding for European mobility for the following activities:

  • Studying abroad as part of a degree programme (SMS – student mobility for studies)
  • Traineeships abroad as part of a degree programme or recent graduate traineeships (SMT – student mobility for traineeships)
  • Teaching assignments at a foreign higher education institution or by invited staff from enterprises abroad (STA – staff mobility for teaching assignment)
  • Training abroad at another higher education institution or in an enterprise (STT – staff mobility for training assignment)
  • Organisational support for the implementation of mobility activities (OS)
  • Support for organising blended intensive programmes (BIP OS)

The European Commission annually allocates EU funding for European mobility in the higher education sector, which is then granted to higher education institutions by the national agencies.

When awarding mobility grants for student, trainee, teacher and staff exchanges, as well as for blended intensive programmes, the following factors are taken into account:

  • realised mobility volumes during previous contract periods
  • actual use of the previously granted KA131 funding
  • application 2026: requested mobility volumes and planned blended intensive programmes
  • available budget

The number of mobilities awarded in each category cannot exceed the number requested. The final amount of funding granted depends on the available Erasmus+ budget. If the budget is not sufficient to fund all requested mobilities and blended intensive programmes, the numbers may be reduced.

In the case of new applicants, the national agency will assess the awarded funding amount on a case-by-case basis.

The contracted duration for mobility projects is 26 months. However, the grants awarded are primarily intended to fund mobility periods within one academic year, after which the higher education institution or consortium will submit a new application for the following academic year.

The contract period for the 2026 call is from 1 June 2026 to 31 July 2028 (26 months).

All Erasmus+ programme grants are applied for using an online application form. The form works with the most common and up-to-date web browsers. The application form addressed to the Finnish National Agency for Education (EDUFI) can be completed in Finnish, Swedish or English.

The applicant higher education institution and all member organisations of a mobility consortium must have a valid Organisation ID (OID). Each organisation already participating in the Erasmus+ programme has been assigned an OID. The OID follows the format E00000000. You can search for partner organisations’ OIDs in the application portal’s Organisation Registration System (ORS).

In the application form, the higher education institution or mobility consortium must provide an estimate for the academic year 2026–2027 of the:

  • number of students, trainees, teachers and other staff to be sent abroad,
  • number of participants with fewer opportunities per type of mobility,
  • number of blended intensive programmes to be organised and the number of learner participants in those programmes,
  • estimated percentage of the grant to be used for mobility to third countries not associated to the programme.

For student and trainee mobility, the estimated number of mobilities includes both long- and short-term mobilities, as well as participants in blended intensive programmes abroad, at all levels of study.

For teacher and staff mobility, the number includes all mobility periods, including teachers going abroad to teach in blended intensive programmes, teachers invited from enterprises abroad, and staff members participating as learners in blended intensive programmes abroad.
The number of participants in blended intensive programmes includes only learner participants coming from abroad who are not involved in organising the course. Staff members may also participate as learners.

Note: The National Agency can never award a higher number of mobilities than the number requested in the application.

In the case of a mobility consortium, the application for a mobility grant must include an Accession Form signed by each Finnish partner institution. This form can be downloaded from the application system after entering the details of the partners in the form.
The Declaration on Honour must be signed by the legal representative of the applicant organisation and uploaded as a scanned attachment. The form is available for download in the application system after filling in the details of the applicant organisation.

The following points should be noted in the application and use of the grant.

Mobility grants

In the 2026 Erasmus+ European mobility call, Finland will apply nationally fixed grant amounts for both student and trainee mobility as well as for staff teaching and training mobility. The Finnish National Agency for Education (EDUFI) will define the fixed monthly and daily grant amounts for the 2026 contract period in good time before the contract period begins. The fixed grant amounts defined by EDUFI will be published on EDUFI’s website once confirmed.

Higher education institutions and consortia are not permitted to set their own grant amounts. Instead, all Finnish higher education institutions and consortia must comply with the fixed amounts determined by EDUFI. Increased grants cannot be paid to participants even if part of the EU grant would remain unused. However, institutions may pay top-up grants from their own funds in addition to the EU grant. 

Organisational Support (OS) 

Organisational Support can be used for activities related to supporting Erasmus+ mobility, helping higher education institutions ensure the quality of mobility periods and compliance with the obligations of the Erasmus Charter for Higher Education (ECHE).

The OS grant is based on an estimate calculated by the Finnish National Agency for Education (EDUFI) of the number of mobilities the institution will implement during the contract period. In the 2026 call, OS will be granted as follows:

  • EUR 400 per participant for up to 100 participants
  • EUR 230 per participant for each participant beyond the first 100

If the actual number of mobilities is lower than the estimated number used to calculate the grant, the institution may be required to repay part of the awarded OS funding. The institution may transfer up to 100% of the granted OS to individual mobility grants.

Blended Intensive Programmes Organisational Support (BIP OS)

Funding is granted for the development and implementation of blended intensive programmes based on the number of courses applied for and the number of mobile learner participants attending them. The minimum number of participants per programme is 10, and the maximum number considered in the funding calculation is 20.

Learner participants can be either students or staff, but staff or teachers involved in organising or delivering the course are not included in the funding calculation.

The grant per course may range from EUR 4,000 to EUR 8,000.

The higher education institution or consortium may reallocate the granted funding for blended intensive programmes to other mobility activities if needed.

Use of European Mobility Funding for Mobility to Partner Countries

One of the priorities of the Erasmus+ programme is to strengthen its global dimension. To offer broader opportunities for students and staff and to support the development of sustainable international partnerships, higher education institutions may use up to 20% of the grant awarded for European mobility to fund mobility to third countries not associated to the programme (partner countries).

In the application form, applicants are asked to provide an estimate of the share (%) of funding they plan to allocate to mobility involving partner countries. This estimate is not binding at the application stage, but the actual use of the grant must remain within the 20% limit.

The funding should be used to support cooperation with a variety of institutions in partner countries, aiming for as broad geographical coverage as possible.

Additional Grants for Participants with Fewer Opportunities

Inclusion is one of the key priorities of the Erasmus+ programme. One way of promoting inclusion is through additional financial support (top-up grants). In the application form, institutions are asked to estimate the number of participants with fewer opportunities, broken down by mobility type.

A fixed top-up grant is awarded to students who belong to nationally defined groups with fewer opportunities. In addition to this fixed amount, participants whose personal or health situation, learning difficulty, or other similar reason causes additional costs during their mobility period may apply for inclusion support based on real costs from the National Agency.

This inclusion support also includes organisational support for inclusion granted to the sending higher education institution.
