The programme is open to scholars resident in any country fulfilling the programme's eligibility criteria.
In Finland the Scholar Rescue Fund grants are targeted to scholars from crisis areas (case-by-case consideration). The researcher must have a realistic possibility of arriving to Finland for a positive decision to be made. Due to the defined level of the grant, preference may be given in selection situations to researchers at an early stage of their careers or to those who have had limited opportunities to gain work experience after completing their degree.
IIE-SRF and EDUFI finance the scholarship periods together. The support available from the programme for a single scholar is approximately 55,000 USD a year of which IIE-SRF supports USD 30,000/year and EDUFI €1,900/month + €5,000 installation allowance (optional). The Finnish National Agency for Education can support a maximum of two researchers per year (three year 2026).
There is a rolling application period for the scholars to apply to the programme. The scholar to be financed through the programme must apply for entry onto the IIE-SRF’s list of potential grant receivers and pass IIE-SRF’s eligibility criteria.
