The HEI ICI 2020-2024 final call  for the shortlisted applicants will be opened on 17 February 2020.

The programme is open to projects, focusing on one of the three following themes:

1. Solving the learning crisis
2. Climate change
3. Innovations

In order to qualify, the projects must involve a minimum of 2 higher education institutions, one of which must be based in Finland and the other in one or several of the following developing countries:

  • Eritrea, Ethiopia, Kenya, Tanzania, Zambia, Namibia, Mozambique
  • Palestine Territories, Eqypt
  • Nepal, Myanmar or Vietnam

Under the terms of the programme, a Finnish HEI must always act as the applicant and project coordinator. All projects must be based on the needs of the target country HEIs. Finnish HEI ICI partnerships can jointly apply for funding e.g. for the development of

  • curricula, teaching methods,
  • teaching materials, including on-line materials,
  • access to existing teaching materials,
  • accreditation and approval mechanisms,
  • equipment upgrading,
  • training of trainers,
  • thematic workshops and seminars,
  • staff capacity building through exchange visits,
  • peer learning and exchange of expertise,
  • administrative and leadership structures, 
  • quality monitoring mechanisms,
  • thematic networking and internationalisation,
  • supportive thematic networking within Finland,
  • strengthening the societal roles of HEIs,
  • support services, data collection and management tasks related to any of these methods.

The financing cannot be used for

  • research,
  • student or graduate student exchange visits,
  • post-graduate studies of individual students.

Since the project period is limited, the outcome of the project and the selection of suitable activities need to be realistic so that the benefits reach the main final beneficiaries, the students. 

The projects must promote the programme aims and relate to the programme outcome and result indicators set out in the HEI ICI Programme Document 2020-2024.  


The project partners are also encouraged to collaborate with non-academic partners, including private sector businesses, authorities and NGOs.
