New organisation of Finnish National Agency for Education based on impact

A reformed organisation structure and new management responsibilities were introduced at the Finnish National Agency for Education EDUFI at the beginning of this year. The new organisation is based on a number of main functions aiming at stronger impact of the activities. The objective of the reorganisation is also to reduce hierarchies and increase interaction both within the agency and with external partners.

The results of a survey conducted in spring 2018 also contributed to the reform as the survey explored stakeholders' views on matters such as the agency's image, the focus areas of its activities and how well cooperation with the agency is seen to work.

Impact objectives guide the operations

During 2018, the Finnish National Agency for Education has defined four impact objectives that will steer its operations.

  • Broad-mindedness increases.

The impact objectives are achieved by means of impact programmes, which steer the allocation of the agency's resources at an annual level. The impact programmes of 2019 focus on climate responsibility, the implementation of educational reforms, international cooperation, the reform of development funding, supporting the learner, integration of immigrants, digitalisation and management.

Focus of management on main functions

To achieve the impact objectives, management at the Finnish National Agency for Education will from now on focus on the cross-cutting main functions concerning the entire organisation. The directors will be responsible for the processes and expertise under the main functions and their development.

Units responsible for subject matter

Issues concerning education and training and internationalisation are handled by the units. Only minor changes have been made to the structure of the units and their responsibilities remain largely the same as before as regards issues concerning the subject matter. The division into units can be seen in the attached diagram. To improve customer service, a new customer service system will shortly be introduced and the agency website will be redesigned at the beginning of this year.

Finnish National Agency for Education has operated in its current form since 2017

The Finnish National Agency for Education in its current form started its operations at the beginning of 2017 when the Centre for International Mobility (CIMO) and the National Board of Education were merged into a new development agency. The agency's main tasks include developing education and training, early childhood education and care and lifelong learning as well as promoting internationalisation. The Finnish Education Evaluation Centre (FINEEC) and the office of the Matriculation Examination Board joined the organisation as independent units at the beginning of 2018.
