FinCEED Expert Assignments
FinCEED - The Finnish Centre of Education and Development was launced in the end of year 2021 with the purpose of enhancing Finnish capacity and expertise in education and development cooperation, deploying Finnish experts in short-term and long-term education expert tasks and promoting networking and supporting multistakeholder collaboration in education and development.
To achieve these objectives, FinCEED has succesfully implemented multiple expert assignments in collaboration with partner countries and international organisations, facilitated trainings, offered networking and collaboration opportunities for education experts and contributed in the European Union's Team Europe initiatives.
HGSF Feasibility Study - Viability of an Integrated Programme on Home-Grown School Feeding in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
Finland as a co-chair of the Global School Meals Coalition and as a flagship country of school meals wanted to share its expertice in developing school meals systems to help other countries in building school meal programmes supporting the health and wellbeing of school-aged children as well as positive social and economic development.
FinCEED, in cooperation with FAO, UNICEF and WFP committed in providing Finnish expertise to assess the viability of a programme on Home-Grown School Feeding (HGSF) - a school feeding model designed to provide children in schools with safe, diverse and nutritious food, sourced locally from smallholders - in the context of Bangsamoro Autonomus Region in Muslim Mindanao (BARMM) in Philippines.
Report of the TVET in Vietnam - Diagnosis of Vocational Education and Training (TVET) in Vietnam for building further cooperation between EU, Finland and Viet Nam
The report was commissioned to serve the Ministry for Foreign Affairs of Finland and the Finnish National Agency for Education as an infromation backage of the TVET sector in Vietnam. In addition, the report also serves Finnish TVET actors by providing information for them to take part in the large-scale projects and project fundings in Vietnam.
The report gathers viewpoints of the current status of TVET in Vietnam from national authorities and relevant actors in the field including their goals and visions for the future and combines this with an analysis on the needs in Vietnamese TVET sector, suggestions on what Finland has to offer and information of financing options for Finnish companies.
Teacher Development in South Africa - Focusing on the Development of a National Strategy for Improving Teachers' Pedagogical Content Knowledge
The Department of Basic Education (DBE) collaborated with the Finnish Government through The Finnish Centre of Expertise in Education and Development (FinCEED) to promote the professional teacher development in South Africa. There has been a significant mismatch in the South African education system, with many teachers teaching subjects or grades for which they lack proper training.
The final report and the expert support implemented by Jamk University of Applied Sciences, Finland in collaboration with the Department of Basic Education, South Africa was aimed to serve the South African Ministry of Education in the preparation of National Strategy for Teacher Education. The goal of the project was to identify the development needs of teacher education in South Africa by consulting stakeholders, in order to strengthen teachers' pedagogical capabilities and to create a concept for a National Teacher Education Development Strategy. On top of this a concrete roadmap for strategy work was proposed with recommendations for the implementation and follow-up of the eventual strategy.
Gender Equality and Disability Inclusion Plan - For Youth Employment and Vocational Training II Project /GIZ Kenya
In Kenya vocational education in is often too theoretical, not meeting the requirements of the working life. To help addressing these challenges Youth Employment and Vocational Training Project II, a four-year initiative financed by the German and Finnish governments and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeitin (GIZ) was created. The initiative aims to boost youth employment by promoting inclusive and industry-oriented technical and vocational training in close cooperation with the private sector and increase competitiveness / investability of Kenyan Industries through a highly skilled workforce. It also aims to promote inclusion and gender equality by boosting the participation of young women and persons with disabilities.
To help reaching the project’s objectives, the Gender Equality and Disability Inclusion Plan was created by Finnish experts from Häme University of Applied Sciences (HAMK) to give recommendations and provide practical guide to GIZ project employees in collaboration with partners in the “Youth Employment and Vocational Training Project II. The Gender Equality and Inclusion Plan was created by gathering information from the Kenyan TVET sector by conducting context analysis of the existing documents, legislation, and recommendations, field visits in the Kenyan education sector including interviews of key persons and stakeholders, and trainings in the topics related to gender equality and inclusion.
FinCEED’s Early childhood Education Development project with South Africa
The National Department of Basic Education in South Africa (DBE) sought out Finnish expert support in the development of a quality management system for early childhood education and care. On top of this, staff training support for curriculum implementation was also requested. The project was mainly carried out from Finland. However, at the start of the project the Finnish delegation of experts deployed by The Finnish Centre of Expertise in Education and Development (FinCEED) visited South Africa for one week, during which discussions with the various stakeholders in the South African education sector took place as well as visits to kindergartens both in Pretoria and rural KwaZulu-Natal. The visit to South Africa provided important baseline information on the context, status, and challenges of the South African ECEC system.
The report created during this project by the Finnish experts aims to support The National Department of Basic Education (DBE) in early childhood education development and contains evaluation of the ECD frame and comments on ECD Quality Assurance and Support System, the National Curriculum Framework, and Staff Education and training.
Ukraine- Expert support for strengthening the Inclusive VET in Ukraine (2023)
Provision of high-quality and inclusive education is one of the most central preconditions for the post-war recovery and further development and functioning of Ukrainian society. Considering demographic and social changes caused by the Russian aggression and all damages of the war, development of inclusive VET is one of the priority tasks of the reform of vocational education and training in Ukraine.
The Finnish Centre of Expertise in Education and Development (FinCEED) identified and contracted an Education Expert to support strengthening the Inclusive vocational education and training (VET) in Ukraine and to provide support for the Ministry of Education and Science of Ukraine in the creation of the Strategy for Inclusive Vocational Education and Training.
Zambia- Expert support for Learning Through Play (LtP) harmonisation (2023)
As a request from the Ministry of Education in Zambia the Finnish Centre of Expertise in Education and Development (FinCEED) deployed an expert to support the harmonization of Zambia’s existing Learning through Play (LtP) approaches that are run and managed by the stakeholders in Zambia and to help developing a clear road map regarding LtP.
The Expert mission lasted 6 months, during which the Finnish Education expert worked at the Ministry of Education in Zambia during June-December of 2023. Expert’s tasks included reviewing the existing materials and pedagogical approaches, designed by various ECEC actors and based on that designing a consolidated package of pedagogical guidance and supporting materials for the ECEC providers, with an aim to strengthen the Learning through Play pedagogy.
Mozambique- Expert support in finalizing the National Framework of Professional Standards and Qualifications (QNPQP) of teachers in Mozambique (2023)
The Finnish Centre of Expertise in Education and Development (FinCEED) identified and contracted an Education Expert for the Ministry of Education and Human Development (MINEDH) in Mozambique.
The Expert’s task was to offer technical support in finalizing the National Framework of Professional Standards and Qualifications (QNPQP) of teachers in Mozambique that allow measuring the teacher's work objectively. Through the QNPQP the assignment contributes to improved teacher performance that promotes better learning outcomes among students.
Uganda- Expert support for Uganda's education reform (2023)
The government of Uganda is undertaking an education sector policy review to align education sector to the development needs of the country and to ensure that the current education system meets the emerging needs of a developing country and the growing population.
The Finnish Centre for Expertise in Education and Development (FinCEED) identified and contracted Education Experts on Education Sector Development, to support the Ugandan Education Policy Review Commission (EPRC) and assist the committee in making recommendations, collecting best practices and preparing discussion sessions that will support the commission in drafting an education reform for the whole of Uganda.
Lebanon- Education expert on Blended Learning, planning, development and delivery (2023)
The education sector in Lebanon has been greatly affected in recent years due to various shocks. The Syria crisis, COVID-19 pandemic, economic crisis, and Beirut Port explosions have all led to a major disruption in learning. These shocks have led to an education crisis, impacting both public and private institutions as well as community-based learning centres. This has resulted in increased demand for public education and that put more burden on Ministry of Education and Higher Education (MEHE) and the Education Sector Partners.
As a request from UNESCO Beirut, The Finnish Centre for Expertise in Education and Development (FinCEED) identified and contracted an education expert to support efforts in blended learning policy, design, and delivery for a period of 6 months. The focus of the Finnish expert support was to assist UNESCO Beirut education team in finding ways to enhance blended learning modalities.
Ethiopia- Expert support on inclusion in teacher training in Ethiopia (2023)
The Curriculum Development and Implementation Directorate (CDID) in the Ministry of Education of Ethiopia (MoE) requested Finnish expert support since Finland has a lot of experience in in developing inclusive curricula. The expert support was targeted to MoE curriculum experts responsible for the development of teacher training materials and experts from the Kotebe College of Teacher Education.
The support was targeting areas such as teacher training, capacity building, and creating inclusive teaching materials. The aim was to support the development of teacher training materials on inclusion and provide guidance to trainees on the themes of inclusivity and how to apply inclusivity in practice.
Somalia- Expert support for strengthening Education Management Information System (EMIS) of Somalia through technical support (2023)
Education Management Information Systems (EMIS) is an online system introduced by the Federal Government of Somalia (FGS) in 2019. Ideally, the EMIS is an essential tool for improving quality of education data which satisfactorily influences better decisions of education policy, planning and management.
As a request from Ministry of Education, Culture and Higher Education of Somalia (MoECHE), Ministry of Foreign Affairs (MFA) of Finland in collaboration with the Finnish Centre of Expertise in Education and Development (FiNCEED) deployed an expert to support MoECHE on addressing major stumbling blocks to education management information system in coordination and system capacity to obtain timely and quality education data. The overall objective of the expert support was to strengthen the capacity of personnel handling EMIS data for policy, planning and management decisions.
Rwanda- Expert support for internationalization of the higher education sector in Rwanda (2023)
Rwanda aims to attract international students, as well as other Higher Learning Institutions to set-up and offer various learning programmes within the local context. This concept of “Internationalization” raises critical questions about how the higher education sector can be enhanced to support and offer education on a global level, to attract and retain students as well as support international universities in establishing campuses in Rwanda.
The Finnish Centre of Expertise in Education and Development (FinCEED) identified and contracted an education expert to support the internationalization of the higher education sector in Rwanda by providing recommendations and sharing best practises from Finland in the context of internationalizing higher education institutions.
Colombia: Technical assistance to strengthen the National Educational Infrastructure Plan of the Ministry of National Education (2023)
The Finnish Centre of Expertise in Education and Development (FiNCEED) cooperated with the te Ministry of National Education of Columbia by contracting an educational infrastructure expert to give technical assistance and advice on issues of educational infrastructure and learning environments. The expert support was mainly carried out virtually, in addition to one-week visit to Colombia.
Ethiopia- Innovative hub for inclusive learning in Addis Ababa, through professional training, communication, and collaboration (2023)
The Finnish Centre for Expertise in Education and Development (FinCEED) identified and contracted an education expert to plan a professional training program on inclusive learning for the staff (teachers, teacher assistants, staff of learning support departments, school leaders) of Kelem International School, and teacher educators and teacher students of Kotebe University of Education.
The training programme aimed to equip the target group with the knowledge and skills necessary to create equal and inclusive learning environments, by incorporating the best practices from Finland, known for its inclusive education system.
Palestine- Expert support for Peer Learning (2023)
The Ministry of Education in Palestine has embarked on an ambitious reform path to strengthen the Palestinian student assessment system in primary and secondary education. As a request from the Ministry of Education in Palestine, the Finnish Centre of Expertise in Education and Development (FinCEED) offered support in cooperation with University of Jyväskylä to the Centre for Educational Research and Development (CERD) working under MoE.
The aim of the support was to share the Finnish knowledge and lessons learned in participating in international learning assessments (PISA, TIMSS), regarding communicating those results to education stakeholders and society at large and using those results and data for developing the teaching and learning process, and as an input to education policy dialogue more broadly.
Myanmar- Webinar on Sami language learning and education in Sami language in Finland (2022)
In partnership with Save the Children, Myanmar Education Consortium, The Finnish Centre for Expertise in Education and Development (FinCEED) facilitated a webinar in November 2022 for the stakeholders in Myanmar. The objective of the webinar was to provied Finnish expertise in the area of ethnic mother tongue tuition by sharing information on how education in Sami language is organized in Finland from a perspective of distance learning and legal & policy framework.
Myanmar - Webinar series on Inclusive Education: guaranteeing the right to quality education for persons with disabilities (2023)
The webinar series focus on providing the participants with a solid understanding on key questions related to rights of persons with disabilities and inclusive education while also equipping them with practical tools for improving and supporting the inclusion of children with disabilities in education. The webinar series is organised in cooperation by the Ministry for Foreign Affairs of Finland, the Finnish Centre of expertise in Education and Development, and Disability Partnership Finland.
Nepal - Consultancy work for Embassy of Finland in Nepal (2023)
The objective of the assignment is to review the documents of the Government of Nepal (GON) Ministry of Education, Science and Technology (MOEST) School Education Sector Program (SESP 2022-2030) in the context of the Joint and Budget Review Missions in November 2023. The assignment has incorporated the review of the Joint Review Meeting (JRM) documents, the evaluation of documents in relation to the country program and Finland's strategic goals, and recommendations regarding how Finland can develop cooperation in Nepal's education sector in the future. The review is focused on equity in access, participation and learning and teachers’ professional competence and teaching quality in the JRM documentation.
