Rules for ongoing Erasmus+ projects in the field of youth with Ukrainian partners

KA152, KA153, KA154: If the Ukrainian organisation is unable to send participants, the receiving organisation may also take the role of the sending organisation. In such case, participants arriving from Ukraine but residing in the same country as the receiving organisation can participate in the project as a partner. The receiving organisation checks the identity card, passport or residence permit to ensure that the participants within the country are Ukrainian. All Ukrainian participants within the country can be registered as participants with fewer opportunities. 

KA152, KA153, KA154: In international projects, the participants of a Ukrainian partner can also travel to the event from the countries they moved to when fleeing the war in Ukraine. If the changes are due to the war in Ukraine, the projects can be labelled as force majeure projects and subject to exceptional rules on a case-by-case basis.

The total grant awarded to the project remains the same despite the adjustments. It is not possible to increase the project grant beyond the originally granted amount, with the exception of funding made available for exceptional costs and inclusion support, which need to be applied for separately. The National Agency grants permits for making changes.

European Solidarity Corps / volunteering activities

Changes in the participation of young people from Ukraine:

Young people coming from Ukraine who carried out a short- or long-term volunteering period can do another short- or long-term volunteering period. The total period must not exceed 14 months.

The receiving organisation must verify from the participant’s travel documents (passport/residence permit) that their age complies with the funding rules of the programme (the participant needs to be 18 and not older than 30 at the time of starting the activity).

Ukrainian volunteers can be hosted without a support organisation. In this case:

  • the responsibilities of the support organisation described in the Programme Guide are taken over by the receiving organisation.
  • the receiving organisation does not need to have the quality label of the support organisation.
  • the volunteer is entitled to a CIGNA insurance through the programme, and they will receive the insurance similar to other young people participating in the programme. 

CIGNA on-call crisis support is now open 

Within the framework of the insurance cover of the European Solidarity Corps’ volunteers, the insurance company CIGNA has opened a 24-hour crisis support. The crisis support offers free advice and support, for example to alleviate the feeling of anxiety, to volunteers and their families who are affected by the Russian attack on Ukraine. 

Volunteers wishing to receive crisis support needs to send their information (including their telephone number from which they can be reached) to support [at] resourcesforyourlife.com. For urgent support, call +44 20 8987 6273. Calls are subject to a charge. A callback service can also be used to minimise costs.
