This accessibility statement applies to the Oph.fi website and its related subsites. The statement was prepared on September 20, 2019, and last updated on June 19, 2025.
The accessibility of the online service has been assessed by the Finnish National Agency for Education (Opetushallitus). In addition, the accessibility of different parts of the service has been evaluated in cooperation with an external accessibility expert.

Opetushallitus strives to ensure the accessibility of the Oph.fi website and its related subsites in accordance with national legislation implementing Directive (EU) 2016/2102 of the European Parliament and Council. Technical accessibility was considered from the very beginning of the website’s development, starting at the procurement stage in autumn 2017, and has remained a priority throughout the development process. An accessibility audit was conducted in 2021, and necessary improvements were made based on its findings.

Text content is continuously being edited to make it clearer and more approachable. We are committed to complying with the WCAG criteria at least to the AA standard when producing content.
 

The Oph.fi website largely meets accessibility requirements (WCAG 2.1, at least AA level). However, there are some accessibility shortcomings, which are described in detail later on this page.

Not all subsites of Oph.fi meet accessibility requirements. We have removed most subsites that were not fully accessible.

There are however still issues related to navigability and manageability, particularly on the following subsites:
•    Some learning materials and separate learning sites within Oph.fi
•    Statistical services, such as the cost application for government transfers and the reporting site for the education and culture funding system
