Budget for mobility projects increasing in the 2025 Erasmus+ calls
The European Commission opened the 2025 calls of the Erasmus+ programme on 19 November 2024. The application deadlines are:
- learning mobility actions (KA1) for staff mobility in the field of sport, mobility projects in the field of youth, and DiscoverEU Inclusion Action: 12 February 2025 at 13:00 Finnish time
- learning mobility actions (KA1) for mobility projects in the fields of school education, VET, higher education, and adult education: 19 February 2025 at 13:00 Finnish time
- partnerships for cooperation (KA2): 5 March 2025 at 13:00 Finnish time.
Applications for these actions are submitted to the Finnish Erasmus+ National Agency. For some actions, there will also be a second call in the autumn, the application period of which will end on 1 October 2025 at 13:00 Finnish time.
For actions managed directly by the European Commission, the application periods vary by action, with most of them ending between February and June 2025. The application period for Erasmus+ partnerships for cooperation in the field of sport ends on the same day as the application period for other partnerships for cooperation, i.e. 5 March 2025, even though applications for these are submitted directly to the European Education and Culture Executive Agency EACEA.
There will be no call for the European Universities action in 2025.
Some funding rules being updated for the 2025 calls
The actions and the deadlines of the calls remain largely the same as in previous years, but some of the funding rules are being updated.
The number of applications that each organisation can submit for small-scale partnerships (KA2) will be limited in the 2025 calls. As of the 2025 calls, each organisation can only submit one application and be a partner in up to five applications for Erasmus+ small-scale partnerships. The purpose of the limitation is to ensure that organisations have sufficient resources to carry out funded projects.
For larger cooperation partnerships, the maximum limit remains the same as last year; each organisation can participate in up to 10 applications. An exception to this are higher education institutions, whose number of applications for cooperation partnerships is not limited in the higher education sector.
The participation of third countries not associated to the Erasmus+ programme is also being limited. Third countries non-associated to the programme include all countries other than EU Member States and third countries associated to the programme (Iceland, Liechtenstein, Norway, North Macedonia, Serbia and Türkiye). In future, only third countries non-associated to the programme from the following regions can take part in Erasmus+ cooperation partnerships (KA2): Western Balkans, the Partnership East and the South-Mediterranean Countries.
Budget increases for mobility projects
The total amount of Erasmus+ funding to be allocated by the Finnish National Agency for Education in the 2025 calls is approximately EUR 71 million, which is approximately EUR six million and 11% more than in the 2024 calls. Of this amount, approximately EUR 63 million will be allocated to mobility projects (KA1) and EUR 7.5 million will be allocated to partnerships for cooperation (KA2). The final amount will be confirmed in January when the Erasmus+ programme committee decides on national Erasmus+ budgets. Finnish organisations can also apply for funding for Erasmus+ actions managed directly by the European Commission.
At the European level, the total amount of funding available in the 2025 calls is around EUR five billion, an increase of six % compared to the 2024 budget.
“The demand for mobility grants has grown tremendously in Finland and elsewhere in Europe in 2023–2024, which is why the 2025 budget also proposes significant increases for Erasmus+ mobility actions. Some of these increases will be used to increase inclusion support, while others will be used to encourage people to travel by land to promote sustainable mobility and to fund teacher and staff mobility periods,” says Director of the Finnish Erasmus+ National Agency Mika Saarinen from the Finnish National Agency for Education.
“We are also very pleased that efforts to support Ukraine and Ukrainian refugees in the context of Erasmus+ will continue, even though the participation of third countries is otherwise being restricted.”
