Erasmus+ programme countries include all member states of the EU and certain countries outside the EU, such as Turkey, Norway and Iceland. In addition to these, many other countries around the world can also participate in certain Erasmus+ projects if criteria and conditions are met.

As a general rule, participants in Erasmus+ projects must be established in an EU Member State or third country associated to the Programme.

  • EU member states: Belgium, Bulgaria, Czech Republic, Denmark, Estonia, Ireland, Germany, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland, Sweden
  • third countries associated to the programme: Iceland, Liechtenstein, North Macedonia, Norway, Serbia and Türkiye
    • The United Kingdom and Switzerland will associate to the Erasmus+ Programme on 1 January 2027; they are joining the Programme as associated third countries

Some Actions, notably in the fields of higher education, vocational education and training, and youth, are also open to participants from third countries not associated to the Programme. The countries are regrouped according to the EU’s external action instruments:

  • Region 2: Neighbourhood East
  • Region 3: South-Mediterranean countries
  • Region 4: Russian Federation
  • Region 5: Asia
  • Region 6: Central Asia
  • Region 7: Middle East
  • Region 8: Pacific
  • Region 9: Sub-Saharan Africa
  • Region 10: Latin America
  • Region 11: Caribbean
  • Region 12: USA and Canada
  • Region 13: Andorra, Monaco, San Marino, Vatican City State
  • Region 14: Faroe Islands, Switzerland, United Kingdom
