When a person receiving temporary protection has been in Finland for at least a year and their residence permit has been extended, the person can apply for a municipality of residence. This will soon be the case for many Ukrainian people who have fled Russia’s invasion of Ukraine. 

Getting a municipality of residence will affect education in many ways. One of the key changes is that when children and young people of compulsory education age get a municipality of residence, they become subject to compulsory education. 

We have published material targeted at Ukrainians on how applying for and getting a municipality of residence affects the rights and responsibilities of children and young people with regard to education. The material has been published in Ukrainian, English, Finnish and Swedish. 

We will communicate information about this new website to Ukrainian people separately, for example, through stakeholders and social media. As it is important that as many of those who are considering applying for a municipality of residence as possible receive information about the changes it brings, we hope that information about our website will be disseminated widely.

  • The website of the Finnish National Agency for Education has support material for early childhood education and care as well as education providers on how getting a municipality of residence affects early childhood education and care, teaching and education. 
  • The website of the Ministry of Education and Culture has a letter targeted at municipalities and education providers about Ukrainian people’s right to a municipality of residence. The letter serves as a checklist for how the right to a municipality of residence affects the application of legislation in the administrative branch. The website also has answers to questions frequently asked by education and training providers, higher education institutions and other actors in the Ministry of Education and Culture’s administrative branch on topics such as legislation, its application, and the providers’ rights and responsibilities.
